Usually you need to change substrate if you observe poor growth of plants for some time ( of course I mean normal circumstances without hazard to plants such as heat exhaustion, insecticide overdose etc.)
Decay of potting medium usually leads to root rot and that is the reason of poor growth. Substrate decay speed varies owning to habit of watering, temperature and humidity of condition etc. However, decay can happen in a faster speed if you keep it wet all the time. Peatmoss can decay rapidly if you immerse the pot in a tray of water and might need more frequently repotting.
I would recommend you to water only when the substrate is approaching dryness and watering has to be thorough. Watering frequency will have to be closely monitor as water evaporates faster in hot summer time and in cases when humidity is low.
