港鐵就昨日事件作出新聞通告 MTR Press Statement on yesterday's incident
港鐵公司支持愛護動物 檢討東鐵綫沿綫路軌範圍防範動物進入
港鐵公司明白社會人士關注昨日(二零一四年八月二十日)有狗隻於東鐵綫粉嶺站路軌範圍內不幸喪生。港鐵公司及曾經嘗試將該狗隻帶到安全地方的職員，對此事感到婉惜。
若有動物溜進路軌範圍，港鐵公司職員處理有關情況時，會即時停止列車駛進有關範圍，並會盡力將動物帶到安全地方，同時亦需時刻確保乘客及其自身安全。
昨日早上約九時五十分，港鐵職員於上水站發現有狗隻進入了路軌範圍。車務控制中心即時停止列車駛入該路段，而車站職員則嘗試引領該狗隻到安全地點，然而他們並不成功，狗隻匿藏在月台底部，職員隨即進入路軌範圍，嘗試將狗隻抱起帶走，但過程中因狗隻掙扎，一位港鐵職員受傷。
車務控制中心當時認為狗隻留在月台底部，情況安全，於是在九時五十八分准許列車進出車站，但指示車長人手控制列車，以較慢的車速行駛，並提醒車長多加留意路軌情況，若看見狗隻出現，便要即時停車。
於早上十時零九分，粉嶺站職員在月台對開的路軌範圍見到狗隻，並即時示意正駛入月台的列車停下，然後進行搜索，但無發現。當該列車獲准駛離車站時，職員在路軌上發現狗隻屍體。
為加強保安，並防止其他動物進入路軌範圍，港鐵公司現正檢查東鐵綫沿綫所有圍欄和動物有可能進入路軌範圍的地點，以確定該狗隻昨日如何進入路軌範圍內，如有需要會立即進行維修。港鐵公司亦會檢討今次事件的處理手法，並會聯絡愛護動物組織如愛護動物協會，探討是否有措施可加強保護進入港鐵範圍內的動物。
MTR Supports Animal Protection East Rail Line Track Area Being Inspected to Prevent Animals from Entering
The MTR Corporation understands the views expressed by members of the community over the unfortunate incident yesterday (20 August 2014) in which a dog was found dead on the tracks at East Rail Line Fanling Station. MTR Corporation supports animal protection. The Corporation and the staff members who tried to bring the animal to safety are saddened by the event.
Should an animal stray into the restricted track areas, staff handling of such situations include immediately stopping trains from entering into the area. MTR staff will do their best to safely remove the animal while also ensuring the safety of passengers and their own safety.
In yesterday’s incident, MTR staff noticed a dog in the track area of Sheung Shui Station ataround 9:50am. The Operations Control Centre immediately stopped trains from entering the station while station staff tried to coax the dog to safety.However, they were not successful and the dog hid under the platform. Staff went onto the track to try and lift the dog up to the platform, but the dog struggled and a staff member was injured in the process.
As the area under the platform was considered safe, at 9:58 am, the Operations Control Centre allowed trains to move in and out of the station, but drivers were instructed to operate trains manually and at a reduced speed so that they could look out for the dog and stop the train if they see it.
At 10:09am, the dog was spotted at Fanling Station by a station staff. The staff immediately signaled an incoming train to stop to facilitate a search, but the dog could not be located. After the train was subsequently allowed to depart, the dog was found dead on the track.
To enhance security and try to prevent other animals from entering the track area, MTR is inspecting fencing and other possible entry points along the East Rail Line to see how the dog managed to get onto the tracks, and to carry out any repairs needed. The Corporation will also review the handling of this situation and will contact animal welfare organisations such as the Society for the Prevention of Cruelty to Animals to explore further measures to help better protect animals venturing into MTR premises.
